I've never been poor, only broke. Being poor is a frame of mind, being broke is a temporarily situation.
I believe this statement is saying that most of the time when something bad is going on, its not really a big deal because its only temporarily but in your mind you make the situation bigger than what it really is. So, being poor is just in your mind but really your just going through a temporarily situation.
